Value maps and areas of application on real estate development and management-the case of Van province

Real estate development and management is a complex process not only limited to the construction and management of physical assets but also includes economic, environmental and social dimensions. This study, in addition to defining the need for research through literature review and legislative analysis, has tried to reveal the usage areas of real estate value maps within the scope of world practices, their user masses and the advantages they provide to both practitioners and users, and the determinations for their use as a management tool in the real estate sector. In the pilot region determined within the scope of the study, the effects of the factors determined as a result of the examination of local and international practices and legislative regulations on real estate values were tried to be measured as a result of the survey conducted with practitioners and real estate agents. According to the results of the survey conducted to determine the weights of the factors affecting the value of land-qualified immovable properties, it is seen that the participants preferred "distance to the city center" as the most important factor affecting the value (11%). After that, "the presence of irrigation facilities" (10%) was preferred as the second most important factor. Similarly, for immovables with land characteristics, distance to the city center, whether there is a zoning application or not, and the use of the island in case of zoning is considered to affect the value the most (9%). Finally, among the factors affecting the value of the buildings, it is seen that the majority of the participants chose the utilization of public services as the factor that affects the value the most (11%). When we look at the examples from around the world, it is seen that various strategies are developed based on real estate value maps in many areas of the real estate sector, used as a solution tool for many problems, and most importantly, used as a management tool. It is seen that real estate value maps are used directly or indirectly in real estate tax amount, making zoning plans and determining the projection, making zoning applications, using the transfer of development rights method within the scope of protection and management of areas under disaster risk, expropriation transactions, management of treasury immovables, strategic plan transactions for real estate development and many other applications.
