The role of communication in public security activities and a survey of jandarma organization

"Safety" is one of the fundamental needs of human being. In the past, public security organizations were appeared with different names and structures. After evolving for thousands of years; Today in Turkey, there are two organizations ("Jandarma" and "Polis") responsible for serving, protection and providing peace. Public Safety/Security Organizations that are empowered by governments have a vital requirement: "communication". An organization's inner-communication improves organization capability while outer-communication helps the organization being informed about incidents and facilitates responding immediately. Today, technological communication capabilities of an organization, determines the winner and the loser. By developments in communication technology, real-time voice and data communication between units can be achieved regardless of geographical locations. With the JEMUS (Jandarma Integrated Communication System) project, which is the effort for improving effective/efficient communication; Turkish Jandarma reaches the technology standard of foreign public security organizations. But, when compared to foreign organizations, JEMUS is limited to inner-organization communication and has not been integrated to other public/government organizations yet. Also, with deeply inspecting the current work, it can be said that some advancements should be made about technology, backbone, appliances, communication security and applications. In this study, some communication methods for "an effective communication of a security organization" is offered. In addition to this, the role of communication in a national security system in which integration of Jandarma and other public organizations is discussed.
