The study is a questionnaire baseddescription research. The data from the questionnaires which were distributed to 81managers and 1096 teachers in 62 primary schools in the city center of Elazig wasevaluated by SPSS For Windows 10.0 programme.According to the results of the analyses, it was seen that men and womenparticipants from the gender group, the married regarding marital status and the peoplein the service year-group did not have any information on what should change and howchange should be managed. The results of the changes are not discussed and there areproblems in adaptation to the changes in the schools studied. In addition it wasdetermined that changes are not done with the contribution of parents, teachers andother elements of education, and the managers are not qualified enough for change.Strategically the schools have no vision, they have not planned human resourceseffectively for the future, No discussion has been performed for the future of schoolsand teachers and community have not taken place in the future planning andorganization of the schools.Female teachers did not contribute to the decision mechanism, evaluate theresults of the decisions made at school. All factors were not considered in desicionmaking period and opinions of student representatives, families and community werenot taken into consideration.The married and women are not durable for criticism and there is not aneffective learning culture. The people at schools are prone to team work but there areproblems in team work applications.
