IV ABSTRACT EVALUATION OF PRIMARY SCHOOL ORGANISATIONS IN TERMS OF PROCESSES OF PERFORMANCE MANAGEMENT SYSTEM Adnan BOYACI Division of Educational Sciences (Educational Administration, Supervision, Planning and Economics) Anadolu University Graduate School of Educational Sciences, July, 2003 Adviser: Professor Dr. Coşkun BAYRAK The change paradigm of twenty-first century depending on global competition has not only created social, political, economic and technological transformation for different dimensions of society but also accelerated structural changes in organisations in the society on the world scale. Performance management system has been important for primary school organisations as well as the commercial ones in the process of transformation in which quality and productivity concepts are defined. Performance management system with its coherent and systemic approach for determination, evaluation and improvement of individual and organisational performance targets and with its effective feedback system has began to be used in primary school organisations since the beginning of 1990's. There have been some factors that make the construction of performance management system important for primary school organisations. Those are as follows: construction of societal improvement mission within the targets of primary school organisations in especially developing countries such as Turkey, demographic pressures on primary school organisation system, compared with the schools in different levels huge numbers of school, student and teachers employed in primary school organisation system and financial sources allocated for primary school organisationsThis research has been carried out in order to evaluate primary school organisations in terms of processes of performance management system. The survey was realised in autumn term of 2002-2003 academic year among 98 school principals employed in state primary schools and 32 supervisors employed in Province Office of National Education. The ratesof responding of questionnaire was % 81,5. The questionnaire of the study whose reliability and validity was realised included one question in the section of personal information, thirty-six question related with evaluation of some component of performance management system in primary school organisations and three questions related with alternative performance evaluation system. SPSS 10.0 was used in the analyses of the calculated data computer software program. Frequency, percentage and Chi-square were the statistical procedures used in analysing and then interpreting the data. Having analysed the data, the following findings were found out: When primary school organisations were evaluated in terms of processes of performance management system, some components related with planning, executing and appraising sub processes of performance management system can been seen. However all those components function independently without being a part of coherent system. Primary school principals and supervisors have negative ideas about the functions of those components and their outputs. Since primary school principals and supervisors belong to classical management approach, they have negative ideas about the principle that makes the employees a part of planning, decision making and appraising processes by accepting them as a value of organisation, which is the necessity of contemporary management approaches including performance management system making.
