The circle of Yusuf Âgâh Efendi the first permanent Ottoman ambassador England, and the place in the Ottoman bureaucracy (1744-1824)

This thesis focuses on the career life of Yusuf Agâh Efendi as a bureaucrat who was trained in the bureaucrats in the 18th century. In the light of his family life and the region where he grew up, the beginning of his career, his journey to England as the first resident ambassador will be emphasized. In addition, the appropriations made to the ambassador and his entourage will be tried to be revealed. Then, Agâh Efendi's return to Istanbul will be explained and his attitude towards various events during the reign of Mahmud II and his situation among bureaucratic schisms will be tried to be analyzed. Thus, the burgeoning reformist views of the Ottoman Empire will be traced through the professional adventure of a clerk who worked in different offices of the clerk. The primary sources of the thesis are the documents in the different classifications and catalogs within the Presidency of the State Archives, chronicles written in the 18th century, Vasıf Tarihi, and English newspapers are among the main sources. The study problematizes the relationship of a clerk with the system and its environment in the changing Ottoman bureaucracy.
