Human resources department?s functions in closing down of work places

While industrial productivity and usage capacity percentages getting lower during these days of deep economic crisis, unemployement numbers are added to bad news series of macro economic indications. While stimulus packages are prepared to find solutions to the caos in the economy today, crisis left thousands of people unemployed both in Turkey and in the world.The percentage of real unemployed and people who gave up looking for a job who are not considered as ? unemployed? according to ILO reached to 5,772.00 , 22,3 % in general. Effects of crisis have decreased by using regional development projects and job trainings, but number of closing businesses and applications for unemployement increased day by day.Iskur is continuing a campaign in new re-constructing period to build a correct employement database of man power, employers and unemployement figures. While all these efforts were continuing, some industrial companies tried to use all instruments of business law to stay open . Some started shorter working times, some closed temporarily.While following all the news from the media , I saw the need of empowering human resources departments and its functions when I observed an average of 4 people losing their jobs out of 10 and experienced closing of a business in private sector and I prepared this thesis under the light of these perspectives. Business and closing businees is searched through business law aspect in the first chapter. Functions of human resources are analysed in the second chapter.The last but not the least, there is an interview with Mr Nejat Almis , Chief Excecutive President of Pagmat Group, who had to lay off 670 workers out of total 1100 due to closing textile and paint plants during the crisis.
