Abstract (EN)

Selections of civil servants for public sector resulted on facing with high costs and difficult problems on surviving of the companies in a changing business world. The KPSS which is mainly for selectionsof civil servants, conducted in different areas with different points. People who are over the based points will have the right to apply to the related positions.Modernisation has been a main issue on life style after the 2. World War (late 1930s) in scope of new world structuring. In the first part of this thesis, the analysis are conducted on sophisticated manpower and other resources to realize the goverment?s objectives and local goverment which is about management of all above resources and civil servant concepts.In the second part, the employee selection in companies conducted in the light of environmental and technological developments and the steps followed in public sector are deeply compared.In the last part of the thesis, the effects and the results of the examinations for local servant selection on modernisation are discussed.Keywords: Public Sector, Civil Servants, KPSS Entrance Examination, Manpower, Selection of Personel, Modernization.
