Abstract (EN)

The main purpose of this study is suggesting an original model of organizational effectiveness for public service organizations which have distinctive characteristics from private and other non-profit organization types. In accordance with this purpose, a conceptual framework is constituted for public service organizations and tried to examine the theories and approaches which are helpful to understand the nature and functioning of these organizations. Then, in terms of system and contingency approaches, to achieve organizational effectiveness in public service organizations which is consisted of employee satisfaction, citizen satisfaction and organizational efficiency, contextual (environmental and demographic features), structural (organizational technology and structure) and behavioural (leadership) variables are determined. In the study, it is assumed that, if there is congruence between these variables, organizational effectiveness will be achieved in public service organizations. After the literature review and considerations, it is confirmed that public service organizations which are accepted that they are generally large and old, have a set of distinct characteristics, arising from organization type; operate in a restrictive, basic and stable environment; have a low degree of complexity, variability and interdependency in the workflow and standardized their operations through computers. It is hypothesized that, specialization, standardization, formalization, differentiation and centralization, and also bureaucratization tendency will be high in public service organizations which are operating such a context. For that reason, we offered a ?mechanistic organization structure? for public service organizations. On the other hand, it is suggested that, public managers must exhibit both ?task oriented? and ?relationship oriented? leadership styles to deal with some unfavourable results of this structure, which are encountered in practice, such as reducing morale and motivation of employees, diminishing the collaboration between them and increasing conflicts. By this way, it is assumed that, the bureaucratic structure would enable to functioning successfully; organizational efficiency, employee satisfaction and citizen satisfaction will increase and, as a result, it would be enable to achieve organizational effectiveness.Key Words: Public Organizations, Public Service Organizations, Organizational Effectiveness, Bureaucratic Structure, Mechanistic Structure, Task Oriented and Relationship Oriented Leadership, New Public Management, Organizational Design.
