The theory of success and failure in the assessment of public policies: Turkey in the context of renewable energy policies

Policy evaluation is sometimes considered as the last step of the policy process and sometimes as the leading step because it creates new policy inputs. However, in order for a policy to be analyzed with its results and understood adequately, it is also very important to analyze it well in policy evaluation processes. Policy evaluation is valuable for all actors, from policy decision makers to policy-affected parties. The reason for this is that policy evaluation activities make a positive contribution in many ways, such as the interaction of policy actors with each other, the healthy functioning of the political mechanism, the participation of the society in the administration, the healthy transfer of the intentions of the decision makers to the society. Energy is an indispensable part of daily life, and it is an area that governments cannot give up managing, despite the trend of shrinking the state around the world for almost half a century. A similar approach is in question in Turkey, where the generation and distribution of energy policies are transferred to the private sector at certain rates. Decision makers do not seem to hesitate to apply the partially interventionist state approach from time to time, as well as the regulatory and arbitrator state role in energy management. Renewable energy policies, on the other hand, constitute an important pillar of energy policies that are kneaded in Turkey's decision-making mechanisms. The study examines the target and strategy of energy policies within the scope of renewable energy and presents a policy analysis regarding this.
