The principle is to protect the Public Procurement Law (KĠK). 4734 and secondary legislation regulating public procurement is to ensure that public activities are conducted in a healthy manner in the name of the public good. One of the changes made in this direction was provided by removing the directly procurement method from tender procedures. Thus, the strict provisions of the tender process and the cumbersome bureaucracy have been overcome and the needs have been met with easier methods. For this purpose, concrete suggestions have presented for efficient use of Method Direct Providing with research findings and the process risks have been evaluated examined practices that will enable unlawfulness according to the authority given to public officials in Method Direct Providing. The direct procurement of faculty that we have studied in the research process in the past year has been tried to be examined in a wide range of legislation and literature. Even if there is a violation of many laws according to the conclusion drawn here, in order to ensure the public interest, the discretionary authorities granted to the principles and administrators of the direct procurement process, the most obvious of these is preventing the efficient operation of the control mechanism and affecting the attitudes of the officials involved in the purchasing process, resulting in public harm with unconstitutional behavior. In order to prevent these behaviors, with the regulations to be made in parallel legislation, by ensuring that measures to reduce administrative authorities' use of authority are exercised; It is emphasized that transparency, accountability and the view that it will contribute to the effective operation of the audit.
