Abstract (EN)

Public Administration, Ethics, Moral, Codes Of Ethics, Unethical Behaviors In this study, the problematic of ethics in public administration is examined and seen that unethical behaviors in public administration have been common in every ages. There exist connections, similarities and differences between "ethic" and "moral". Ethic and Moral have study on human behavior and actions. Ethic and morals are used instead of each other in daily life and academic discussion. However, there are some important differences between these two expressions. At the begining of the twentieth century, codes of ethics in public administration were developed and it was believed that public workers would behave according to the public interests. The idea that the behaviors of public workers could be externally controlled formed the basis of this assumption. However, it had been seen that despite all the codes of ethics and rules, unethical behaviors increased during the 1970s. This developments increased the academic interests related to the public administration ethics. Key Words: Ethics, Moral, Connections of Ethics and Moral.
