Performance evaluation of Karataş Irrigation Association

This study was carried out to evaluate the system performances of Karataş and Karaçal Irrigation associations located in Burdur province. Karataş Irrigation Association was put into operation in 1982 and Karaçal Irrigation Association in 2015 with an irrigation areas are 5476 and 4975 ha, respectively. The same public personnel was appointed to both irrigation unions as the president of the association in 2018, and as of 2019, both irrigation associations were gathered under the management of Karataş irrigation association. In this study, the performances of Karataş irrigation, which has an old and predominantly open canal system, and Karaçal irrigation systems, which are relatively new and have a closed irrigation system, between the years 2015-2019 have been evaluated. In the performance evaluation, a set of indicators under three main headings as water use efficiency, financial efficiency and agricultural production efficiency recommended by the International Technology and Research Program in Irrigation and Drainage (IPTRID) was used. As the results of the research, water use efficiency was examined, it was seen that the relative irrigation water supply (0,53-0,73 in Karataş; 0,47-0,96 in Karaçal) and irrigation ratio (20-72% in Karataş; 36-55% in Karaçal) were not at the desired levels. In terms of financial efficiency, cost recovery ratio (119-401% in Karataş; 144-311 in Karaçal), water fee collection rates (78-442% in Karataş; 10-130 in Karaçal), maintenance cost to revenue ratio (7-43% for Karataş; 17-48% for Karaçal), and total MOM cost per unit area (9.60-14.98 US$/ha in Karataş; 1.32-22.92 US$/ha in Karaçal) indicate that the irrigations have sufficient financial strength. When the efficiency of agricultural production is examined, it is seen that sugar beet, corn and forage crops with high economic value and the irrigated area positively affect the amount and income of agricultural production. A decrease has been observed in Karataş irrigation area over the years, especially due to the decrease in corn and sugar beet cultivation areas in the amount of agricultural production compared to the unit irrigation area. The standardized Total annual value of agricultural production was realized as 1,969,630US$-4,501,782.2US$ in Karataş irrigation and 1,819,691-4,490,747US$ in Karaçal irrigation between the years 2015-2018.
