Abstract (EN)

Negotiation is a process of compromise and decision-making that focuses on the ability and knowledge of the parties to influence and persuade the other party to consider their demands in the way they desire in order to achieve mutual gains. Just as the Treaty of Kadesh influenced the lives of the Egyptian and Hittite states through negotiations, today's United Nations Cyprus negotiations, which are more than half a century old, have an important place in Turkish foreign policy in terms of the fate of the two communities, the lives of Greek Cypriots and Turkish Cypriots on the island, and even how they will be positioned in the future. This study aims to evaluate the strengths and weaknesses of the Cyprus negotiation process, especially the Annan Plan and its aftermath, with its historical background, through comparative foreign policy analysis from the perspective of individual, perceptual and endogenous variables as an area of qualitative research method. The appropriateness of the "sovereign equal two-state" solution proposal will be discussed with the strategy of recognizing the Turkish Republic of Northern Cyprus in 2022 instead of the federation (federative state) method, which has not yielded any results with the Cyprus negotiations mediated by the UN Secretary General, but the TRNC will be recognized as a state. The effects of the exclusive economic zone and the so-called Seville Maps the dimensions of regional cooperation of the Mediterranean littoral states and extra-regional actors are discussed. The changing process of the last 20 years on the issue of determining the continental shelf of states with a fair solution will be explained and a prediction will be reached towards an orientation that will constitute the result of the multilateralism approach in the Eastern Mediterranean, where countries will take a win-win step in the conjuncture created.
