Productivity analysis of KOSGEB province directorates within the scope of KOSGEB supports

Nearly 99% of enterprises in developed and developing countries are small and medium-sized enterprises (SMEs). Despite the numerical weight of SMEs in the economy, the volume of employment, the level of exports, value-added creation and the shares in investment areas are relatively low. In spite of the weight of SMEs in the economy, the low value of these indicators increases the need for applications to be improved and supported. In our country, Small and Medium Enterprises Development and Support Administration (KOSGEB) is one of the institutions where the SME policies are found life. KOSGEB provides support programs to support SMEs. Increasing the share and efficiency of SMEs, raising their competitiveness and levels, integrating in the industry in accordance with economic developments, increasing the share of exports, supporting research and development, innovation and cooperation activities and developing entrepreneurship culture are targeted with the created support programs. These support mechanisms are delivered to all entrepreneurs and SMEs through a network of widespread organizations throughout the country (81 directorates in 81 provinces). In addition to the support provided by KOSGEB, how SMEs can benefit from it, how they contribute to their commercial development; relative performances of KOSGEB provincial directorates are important in terms of measuring the effectiveness of their support. The thesis research carried out in this context aims to determine the supportive performance of KOSGEB provincial directorates and to determine the political arguments for the provincial directorates which are relatively ineffective.
