Abstract (EN)

Nowadays globalization process is made up of a structure influencingevery aspect of life. Globalization which is,in its essence, based upon the ideaof the world?s becoming a single bazaar is a process formed as a result ofadvancements in information technology and increases the profit ofinternational capital day by day. According to the fans of globalization whoare leaded by the unavoidable movement of capital and business , labourforce is globalized at the same speed. However the reality is that labourforce is not in motion and globalized as capital and business. This does notmean that globalization is not realized in employment, payment, workinghours and conditions, productivity ,unionazation tendency and labour forcepolicies. The dynamics of the globalization process has influenced the labourforce market profoundly. Demand and supply for effort has also gone throughimmense differences via globalization. Firstly the demand for unqualifiedlabour force has decreased. In Turkey there has been decreases in thesalaries of this group and salary differences have increased compared withthe qualified ones. Unqualified labour force not having the necessaryequipment has directed itself to informal sector. Informal sector which hasbecome an important problem for Turkey has a structure which mainlyinvolves women ,children and illegal workers.Informal sector in the course oftime meeting the needs of formal sector has caused a more definiteformation of binary labour force market. The most important influence of thisis low salaries as well as lack of social security.Another effect of globalization process is the changes in the sectors. As the service sector has become the leading sector there has beenincreases in employment in subsectors. The importance of known professionshas diminished while new professions has come into being in the neweconomic frame. At the same time in order not to lose their jobs employeeshave to improve themselves with regard to new conditions. To keep theirqualities employees need a lifelong education.Globalization offers new possibilities for many countries and createsnew problems for a lot many others. Unemployment is the major one amongthese. Unemployment which has started to show a structural character is ofhigh frequency in Turkey as in the world especially among teenagers.Everycoming year 700.000 persons are included in the system in our country .Since new job opportunities have not been created ,this number is doubledand unemployment increases. When we consider the demand for effort new management systemformed by globalization has diminished the power of the unions. Theintroduction of high technology production systems has decreased thedemand for blue collar workers and increased the demand for informationworkers. Companies have preferred to employ low cost more knowledgableworkers to improve their productivity and increase competitive power to amaximum.Especially employers concentrate on a cheap demand for effortand try to increase numeral elasticity. In the globalization process whose results cannot be estimated yet,the differences gone through in the supply and demand for effort havecaused considerable changes in the existing labour force policies.WhenTurkey?s employment strategy is taken into account it has been found outthat education level is too low . That?s why our first aim is to improveeducational policies regarding the demand for effort and to enrich thequalities of human resources according to the needs of the century. Themajor drawback for Turkey is the lack of labour force planning and nationalemployment strategies to solve these problems.
