Abstract (EN)

This thesis attempts, within the framework of descriptive and comparative methodologies, to understand the position of self-administration in northeastern Syria within the national structure and the local stance. There are two main currents in Syria regarding this issue. One views it as a means to establish a new democratic Syria, leveraging the "legitimacy" of the war on terrorism, which it derives from the support of the international coalition against ISIS led by the United States. The second current rejects this administration, considering it a precursor to the division of Syria. To understand the reasons for acceptance or rejection, it is essential to look at the history of this administration. It is necessary to analyze the structure of the military, administrative, and political self-administration, as well as to examine the theoretical principles upon which it is based and compare them with the political and administrative practices on the ground. The seriousness of the issue lies in the fact that this self-administration emerged during a very sensitive phase in which Syria is facing the real danger of division, especially with the potential fall of Bashar al-Assad's regime. As the forces of this administration expand in certain areas, fears have increased, given the demographic changes and the current division of the country between two main areas of control, each of which has foreign forces alongside local troops.
