Abstract (EN)

The progress in information and data technology, the increasing share of the private sector in community service, the need to manage human resources, the intense criticism against rigid bureaucratic structures, and the rising voice of citizens have made it necessary to include leaders rather than managers in 21st century public institutions. Leaders are people who act in partnership with their the employees and guide them, and who strive for their development and motivation through a vision. The power that enables public employees to work in harmony with their free will to serve society is called public service motivation. One of the most important factors that ensure the formation of this power is the behavior patterns that the employees take after their leaders. As the behavior of the leaders differs according to the leadership types they implement, the question of which type of leadership increases the willingness of public employees to serve the most has gained importance. Therefore, the aim of the study is to reveal the effects of leadership types on public service motivation. After the analysis, it is concluded that charismatic leadership and then transformational leadership are the leadership types that increase the level of public service motivation the most compared to other leadership types. If the results of the research are taken into account by public leaders, an increase in the level of public service motivation of public employees is expected.
