Abstract (EN)

With the effects of the global world system; as chronic distress gradually threatens cities, acute shocks suddenly and seriously disrupt daily life functions. Therefore, it negatively affects the lives of vulnerable neighborhoods that are developed in an unplanned manner. The urban fabric is reproduced to increase the quality of life through urban transformation practices. On the condition that the renewed neighborhood fabric cannot interact with the existing city in spatial, economic, and social terms; it becomes a collapsed area and interrupts the continuity of the urban fabric. In this context, Sustainable Development Goal 11 promotes a set of goals to make cities and human settlements inclusive, safe, resilient, and sustainable. The sustainability approach becomes inefficient in responding to sudden shocks and persistent distress. In the face of this situation, resilience-oriented studies have become increasingly important. The social-ecological resilience approach, which considers human settlements as 'natural and human systems' in an integrated way, aims to ensure the continuity of the neighborhood system in distress and shock through its coping, self-organization, and learning qualities. This study aims to maintain the resilience characteristics of vulnerable neighborhoods that will undergo urban transformation. Therefore, a four staged 'Integrated Neighborhood Resilience Evaluation Model' has been proposed and an evaluation has been carried out in the urban transformation priority area of Soğanlı Neighborhood, located in Osmangazi district of Bursa province, through qualitative and quantitative research methods. It was concluded that the current Soğanlı Neighborhood has persistence, self-organization, and adaptable learning qualities in terms of social-ecological neighborhood resilience. However, it is foreseen that the resilience of the neighborhood might be adversely affected by the risk of changing the physical and social structure through urban transformation interventions.
