Abstract (EN)

In today?s world, needs of people are various and they wait a solution. The state tries to provide welfare of people by meeting their needs with public services it offers. In planning and offering public services, the attendance of people is accepted to be of great importance. In large scale, ensuring people?s attendance in decision taking process is usually easy. In local administration units, the administrations work more closely with people. That means, the development of local administrations would be an indication of democratic development. The local administrations, which?s decision-taking bodies are formed by electorates developed and became widespread with Tanzimat Fermanı , with the aim of meeting common local needs. In nearly all of the administrative and political reform plans, strengthening local administration units had always been declared. In our country, special provincial administrations, municipalities and villages are accepted as local administration units. Legal regulations regarding these units had been in effect for long years. Special provincial administration law number 5302 of 22.02.2005 had regulated special provincial administrations again, and municipality law number 5395 of 03.07.2005 had regulated municipalities again and brought a number of amendments. There has not been an amendment in village law number 442 of 1924.While the local administrations realize their duties, their co-operation had found a field of application during the period when the ex laws were in effect. Thus, local administrations had the possibility of giving fast and efficient service by providing source savings. The most important way of this co-operation is to establish a union. These unions emerge as an institution which has a legal entity with its own decision taking and enforcement organs, apart from member local administrations.Along with these rooted amendments regarding local administrations, local administration units which have a field of application within the framework of municipality law number 1580, were also regulated again by a different law. With local administration unions law number 5355 of 26.05.2005, regulations which are both in accordance with the decrees in our constitution and in parallel to principals accepted by Europe local administration autonomy charter were realized. The structure of the unions and their classification in various aspects are handled within the frame of this law. Despite the fact that this law had filled a very important gap, it seems inevitable that regulations which would bring solution to some problems arising in application should be made.Key Words:1.Local Administration2.Local Administration Union3.Municipality4.Special Provincial Administrations5.Village
