Abstract (EN)

The administrative and consultative aspect of High Council of Tresuries which was established through the conversion of the Commission of Financial Reforms in 1860 is a poorly researched ground. Little was known about the structure, deliberations and executions of the council. Thus, this thesis constructs and argues the historical formation of the High Council of Tresuries which was one of the attempts to build modern state finance resting on the examples from Europe. It traces the developments from the formative discussions to its abolishment during 1856 to 1866. The main issues of the council were taxation policies and debt regulations of the Ottoman Empire. As a result this research rests on the sources that the council produced during the discussions and the meetings as well as newspapers, and foreign financial reports. By taking these sources into account, this thesis shows the consultative and effective role of the High Council of Tresuries in terms of diversification of taxation system in the empire between the years of 1860-1866. Keywords: High Council of Tresuries, Ottoman finance, Budget, Marquis de Ploeuc, Francis de Palezieux Falconnet, Edouard de Lackenbaher, Mehmed Rüşdü Paşa, Kani Paşa, Mustafa Fazıl Paşa, Kıbrıslı Mehmed Paşa
