Spatial and urban rent effects of partial plans and plan modifications on metropolitan sprawl: Cayyolu, Ankara case study

Metropolitan areas which have a high growth rate due to urban dynamics undergo a fast transformation. This process is shaped by planning policies which designate the land use pattern. It is important to discuss the context of this transformation in order to control its consequences.In recent years, metropolitan areas which display the highest growth ratesare the areas where changes in land use patterns and speculative development have taken place. Metropolitan development follows the expectation and demand of the actors who are also effective in regulating the land market. Thus the concept of urban rent created by both the public and private sector, through partial plans and illegal implementations is frequently being mentioned in relation to metropolitan growth.The case study Çayyolu settlement and its environs is located in the South-west corridor of Ankara. It is a planned and prestigious neighborhood, but has recently fallen prey to speculative developments which has altered the original plan quite dramatically.This thesis aims to discuss the effects and role of planning in speculative development in metropolitan areas.
