Abstract (EN)

Human being has passed two variant waves until today. These waves took form, in a longer time and these societies economical, political, socia-culttural technology and education systems were exactly different from each other. As for today's constructions and variations are very different and assorted from each other. In pre-industrial societies, everything was at the center of home and all living activities was revoluing around this home. Education was being made in family in first times polical life was pretly soon vague. With the construction of industrial society lobor slippet in huge factories from home, educational activities were taken from family's hands and given to school, political life converted in-to such a station that il compromised the whole society and with the way of government. It was tried to enter to democratic duration the public field which is in the society increased in this period of the such information being specialized, being standard, senkronization, being at the center was widespread in economic field. In the formation of this period, the technology which acted as negative role was the steam machine and also in working relations, an intensive hierarchy existed. With the technologies of telecommunication and cognitive it was entered such as situation that everything beome more fast, more quick and without trouble. Labor was moved to small and medium administrations and houses from huge factories manager -labour relations occured in transparent surrounding in the atmosphere of shopping. (If necessary manager would ask something that the labour didn't know and would consult about any subject) post-fordizm took the place of approaches such as Taylorizm and fordizm which was effective in lobaur life formerty and which ordered the life of lobour relations according to the rules. With petting elasticity, administrations slipped off from brocracy and hierarchy. If we look at today's Turkey, it's possible to see hoe in one side, assembly chain workers an other side, and on another side information workers in the same place and in the same time in Turkey. Turkey couldn't be successful in this duration Turkey isn't also on information country completely. Because at first, this technology couldn't be produced and cognitions and newnesses is imported from outside. This situation affects drectly being locorted / not being located of Turkey in it's inside and at international environment.
