The effects of leadership behaviour of local governors on education

The aim of this research is to investigate the effects of the leadership behavior oflocal administrators, namely governors, deputy governors, and district governors, oneducation, in light of the views of local administrators themselves and others indifferent administrative positions including local education chiefs and schooladministrators. The target population for this research consists of governors, deputygovernors, district governors, the heads of local education, and primary and secondaryschool administrators from 81 cities of Turkey. The sample hence has 567 peopleincluding 81 governors, 81 deputy governors, 81 heads of education in the cities, 81district governors, 81 heads of education the districts and 162 school administrators.The data for this research was collected by sending out questionnaires to theadministrative and education officials and interviewing them. The questions included inthe questionnaires which were sent out to two separate groups are the same. Thequestionnaires developed for our research are made of closed ended sections while theobservation form is in the form of half-structured sections. The scale of the closedended part in the questionnaire is five-fold likert-type. In addition, the questionnairescontain 54 scaled multiple-choice questions. The data collected for this research isanalyzed using the statistical package SPSS 12.0 for Windows. For the analysis of thisstudy, frequency, variation and univariate analyses are employed.The results of this study reveal that local governors and education administratorshave an important role to play in education and they have a significant impact in thisrespect. In addition, the findings suggest that the leadership qualities of localadministrators are adequate and it seems that these qualities have positive implicationsVfor their relations with their staff and local residents. Furthermore, this researchprovides evidence that local administrators have a clear vision and passion for theirduties and responsibilities and they are devoted and good examples to others and theytrust their inferiors. Finally, it seems that there are differences between the views of thelocal and education administrators across different regions. In particular, we observesignificant differences in relation to the issues analyzed in this study between those inthe Southeastern Anatolia and the Black Sea regions and the others.Key Words: Governors, education administrators, leadership, education.
