Municipal services provided by the way of public private partnership: Turkey - Sweden comparison

By the impact of neoliberal policies after 1980's; the public service definitions have changed and the role of private sector has increased day by day. This study has especially tried to analyse the changes of local public services provision by the Turkey and Sweden comparison. Similar sized units of local government have been selected both in Turkey (Eskisehir Gaziantep, Antalya, Kemer and Alanya) and Sweden (Stockholm, Malmo, Gothenburg, Karlstad and Boras) for to compare and analyse especially in transport, infrastructure and waste management service areas. The study has been start with theoretical and conceptual framework, continued with the applied structures of Turkey and Sweden. And then after making a comparison between Turkey and Sweden, assessments and recommendations have been developed. All countries has different reasons to apply to public-private partnerships. The study has underlined that the reason of Turkey is finance creation because of lack of financial resources and the reason of Sweden is to have more effective and efficient management techniques rather then finance creation. If there are no politics and government initiatives in same direction all these methods will generally be unsuccessful. As a result, for to create sustainable public-private partnership structures which accordance the macro-economic plans requires legal, financial, administrative structures, improved institutional capacity and a wide range of civil society participation for to ensure the legitimacy.
