Abstract (EN)

The state structure, which has expanded during the historical process, has left the citizens alone with the mismanagement of the administration due to the inability to effectively and efficiently perform the functions of judicial, parliamentary (political), administrative and public controls, which are cumbersome and classical types of control. This has led to an increase in citizens complaints. The Ombudsman has emerged because there is a need for a fast, free, impartial, effective and efficient form of audit that will eliminate the shortcomings of classical audit mechanisms. The Ombudsman's organization has achieved a remarkable success in its work by proposing fair and equitable solutions to the disputes between the governor and the governor, and has become a supervisory mechanism implemented by many states in the world. The Ombudsman is a supervisory body that seeks the rights of individuals who act upon or ex officio upon the application of citizens who have become victims of the acts and procedures of the administration. The Ombudsman was first established in Sweden in the 18th century. Secondly, Finland was established in 1919. The Finnish Ombudsman, which is one of the most effective and efficient examples of the Ombudsman system in the world, is the most powerful Ombudsman with his powers and duties.
