From the Ottoman Empire to the republic (1914-1945) the black market issue and black market commissions

Black market, which is a method of gaining unfair profit as old as the history of trade, generally involves producing goods and offering them to the market at exorbitant prices; while it sometimes involves people hiding, stockpiling and monopolizing the products on the market. Although states and governments have tried to combat the black market and the profiteers who cause it, the emerging conditions and different factors have made the fight difficult. The black market, which has always been a current issue, has increased in difficult times, and thus its effect on the state and the people increased even more in the last years of the Ottoman Empire and the Second World War years of the Republic. The Ottoman Empire and the Republic of Türkey also took measures with different methods at different times in order to prevent this issue and fought against the black market and the profiteers who carried out the black market through the black market commissions established. In this study, the issue of the black market, which is felt more especially in difficult times and creates great issues for the state and the nation, and the efforts made to combat this issue are discussed. The first part the study, which is presented in two parts, explains the black market incidents that occurred in the last period of the Ottoman Empire, the factors that increased the black market, the products that were subject to the black market, and the commissions established by the administration to combat this issue and the work they did. In the second part, the issue of the black market in the early periods of the newly established Republic and during the Second World War, as well as the commissions established by the state to prevent the black market and their work are explained
