Abstract (EN)

The constitutional order, which was an important turning point in the history of the Iranian revolution and was formed between 1906 and 1911, had a great impact not only in Iran but also in the Ottoman Empire. Due to this influence, a policy with political, military, diplomatic, social and ideological foundations was developed by the Ottoman Empire in the process. In addition to the developments in Iran, the internal dynamics of the Ottoman Empire were also influential in the formation of the political approach. Therefore, the declaration of the Second Constitutional Monarchy was a breaking point in Ottoman policy towards the constitutional movement in Iran. Thus, two different political attitudes developed before and after the Second Constitutional Monarchy. The shaping of Ottoman Politics was due to the reservations caused by the developments in Iran and the pragmatic expectations that emerged accordingly. On the other hand, Britain and Russia's division of Iran into occupation areas became the most important factor determining Ottoman politics after 1908. In this study, the impact of the events that took place during the constitutional monarchy in Iran on the politics of the Ottoman Empire based on the Iranian Constitutional movement and the Ottoman State politics fed by this impact were examined. The temporal scope of the study is limited to the years 1906-1911. The subject framework also includes the policy of the Ottoman Empire in the context of the constitutional movement in Iran.
