Post-privatization employment policies and employment policies aftert privatization & encouraging enterprise a researcch in the city of Kütahya

In Turkey, in the last 20-25 years, privatization is the most discussed subject on the agenda. Privatization studies started in Turkey in parallel to the privatization studies in the world. The reasons of privatization are; to pass property to public, to provide income to the state, to direct state to its essential missions, to apply rational employment politics, to bring solutions to the problems of the state that stems from the KITs and to increase entrepreneurship. In short privation provides productivity and efficiency and provides value added. For the opponents of privatization, privatization stops unionization, increases unemployment, giving away the profitable institutions of the state in contrary to the benefits of the state. Despite all these arguments of the opponents of the privatization, the studies of privatization continue. When the applications of privatization considered, we see that the politics are applied to the contrary of its aim. Especially when it is considered in respect to the entrepreneurship and employing aspects, we see that the applications legalized are not increasing employment and encouraging entrepreneurship. When we consider the privatizations done after the criticism of wrong employment politics, it i seen that wrong employment politics applied resulting secret unemployment. The application known as 4\c in public is one of the applications that lacks rational employment politics and causes covert unemployment. However, after the privatization, the employment politicies must have provide rational employment and encourage entrepreneurship and provide value added to the economy. In Kutahya, we conducted face to face interviews and surveys to assess employment and entrepreneurship dimensions of privatizion, our sample is constituted by the directors of privatized comprises and trade unions as well as the workers transferred to other state enterprises with the 4/c application.
