Abstract (EN)

Energy is the basic building block of sustainable economic development. However, the majority of global energy consumption is composed of non-renewable energy sources, and non-renewable energy sources do not have a balanced distribution in the world. For this reason, global energy markets are shaped by countries that have fossil energy reserves. Therefore the energy policies of energy exporting countries have had importance for both energy exporting and energy importing countries. This study contributes to the understanding and explanation of the reasons and consequences of the countries' oil policies by examining the formal and informal actors that affect the decision-making process in the oil sector of Iran and Saudi Arabia, which have the largest oil reserves in the world. In the study, firstly, the 'Policy Process Model' has been examined, and a theoretical framework has been drawn. Secondly, the countries' political history has been briefly mentioned, and the two countries' political structures and the formal and informal actors in the decision-making process have been examined in detail. Then, the economic indicators and energy outlook of the two countries and the global energy market changes have been examined. Lastly, the contracts of the two countries with oil companies have been examined within the framework of the policy process model, and the effects of political system differences, clerics, and social structures on the decision-making process in the oil industry have been determined and compared.
