Abstract (EN)
In this thesis, methods and tools for generating solutions to the problems of parliamentary system focused on the government stability and effectiveness are analyzed. By dint of exerted efforts which possess the goal of unclogging the bottlenecks and called rationalized parliamentarism, the parliamentary system gains functionality. In the thesis, bottlenecks of parliamentary system are put forth and to overcome these, tools of rationalized parliamentarism are analyzed. In this context, tools for facilitating forming government and complicating fall of government which are oriented for government stability and enhancing government effectiveness are dealt. To exemplify stated tools, among the countries which have constitutions including rationalized parliamentarism tools; Germany, France, Greece, Spain and Turkey are examined in detail. Thereby, in the context of this study, it has been discussed if the efforts for rationalizing parliamentarism are effective or ineffective and if not, under which circumstances they are effective.
