The role of e-Government in raising the efficiency performance of the general budget

This study shows the use of the traditional style without the technological style in the process of preparation, implementation and control of the budget in Wasit University, makes them lose the foundations and the accredited standards in the provision of the correct estimates. And therefore lead to not distribute of the financial allocations properly, the lack of an electronic database in the estimation of the budget makes it ineffective in controlling the performance efficiency. To reach new style to estimate the general expenses, increase the efficiency and effectiveness the budget, the study depended on the hypotheses, the stages of the budget of preparation, implementation and control, using e-government program will increase the efficiency of financial performance and the presence of correlation between the problems preparation of the budget and the problems of implementation and control of the budget. Through the use of the statistical program spss, in the analysis of questionnaires that were distributed to decision-makers, accountants and auditors in the university, has been reached, a weakness in communications and information transfer within and outside the university, use the estimates of the previous year in the process of preparing next year's estimates without diagnosis of deviations, the use of e-government program raises the level of transparency and integrity, increase the efficiency of the state budget, will lead to increased government accounting system efficiency.
