Abstract (EN)
Determining the investment model in city hospitals is of great importance in terms of public policies and efficient use of resources. These hospitals are generally financed with public funds, and the effective management, distribution, and utilization of these resources require a strategic approach. The selection of the right investment model, by supporting the distribution of healthcare services based on principles of equality and justice, ensures public access to quality healthcare. The large-scale nature of city hospitals necessitates their management with sustainability goals. The investment model encompasses strategic planning for the future needs of the hospital, tracking technological developments, infrastructure improvements, and planning for long-term investments. Simultaneously, it aims to support the goals of public policies for healthcare by enhancing public health, increasing access to healthcare services, and ensuring patient safety. The investment models established in this context focus on the effective use of resources in line with these policy objectives. The study emphasizes the critical importance of Public-Private Partnership (PPP) models in large infrastructure projects, addressing deficiencies particularly in the determination of appropriate PPP investment models for city hospitals. Recognizing that these models are unique to each project and tailored to different goals and needs, the study underscores the necessity for a careful analysis and evaluation process. It highlights the significant role of decision-making processes alongside project characteristics in the success of large projects like city hospitals, emphasizing the need for a meticulous analysis of factors such as project requirements, costs, risks, and operational efficiency. Examinations of the investment models for city hospitals can be considered as guiding resources for the successful management of these large-scale investments. The findings of the study provide an important roadmap for the determination of alternative investment models such as PPP and build, lease and transfer, outlining the necessary steps and analyses to be undertaken.
