Abstract (EN)
This thesis delves into the practices of the Democratic Party (DP) government between 1950-1960 from the perspective of social policy and social state. The first part of this study discusses the concept and practices of social policy that has emerged in the 19th century in Europe as well as the practices during late period of Ottoman Empire and the single-party period of the Turkish Republic. Then, the study focuses on the emergence of the DP and the transition to multi-party system. Afterwards, the DP's understanding of social state during its years in opposition and its years in power is analyzed based on its government programs. The DP came to the power in May 14, 1950 by receiving a sweeping majority of votes. The period of the DP rule constitutes a milestone in Turkey's politics and economic history. During this episode of Turkish history, brand new policies were introduced in political, economic as well as social and cultural realms. Starting from the year of 1950, the economy took off; Turkey achieved a more prestigious status in the world and issues such as employment and migration came to the agenda with the prospering agriculture sector. The government devised many programs in areas such as education, union rights of workers, migration, employment and healthcare. The study analyzes the positive as well as negative effects of the policies implemented by the DP. To this end the study covers the period before the DP's rule as the basis for comparison with the social policies of the DP governments and their effects.
