According to crime registers, crime and criminals in the Hudâvendigâr Province (1912-1917)

Crime phenomenon and criminal concept, as old as human history, are shaped by influence of the war environment, migration movements and administrative practices, which are the realities of the Hudâvendigâr Province, an Ottoman Province at the beginning of the XX. century. In this environment, where various communities lived together, Turks, Greeks, Armenians and Jews, each social group had different economic and social function and undertook different roles. The Balkan Wars and the World War I, which occurred between 1912-1917, compelled second constitutional administration to apply a variety of politics in order to ensure safety and security. The Ottoman Goverment gave importance to the crime and criminal statistic and registered the event and actors in a special records which named "vukû'ât-ı cinâ'iye" and "cerâim-i umûmiye". This made possible for central government to see crime conditions and social structure. This thesis aimed to examine the registers of "vukû'ât-ı cinâ'iye" and "cerâim-i umûmiye" and tried to represent crime phenomenon and criminal concept both by qualitive and quantitive aspects in Hudâvendigar Province.
