Abstract (EN)
Due to the rapid depletion of scarce resources in the world and the uncertain nature of a livable world heritage left to future generations, countries take various measures. It shows that eliminating inequality, unemployment and poverty, which are among social problems, and ensuring sustainable development can only be possible by bringing human life to a sustainable level. In order to ensure social sustainability, first of all, it is necessary to improve the vulnerable, vulnerable segments that are backward, excluded and do not have sufficient opportunities. It is necessary to accelerate the efforts to improve the situation of the vulnerable groups and to reintegrate the people in this group into the society, among the primary objectives of the states. In this thesis, TUIK data is used and supportive studies for the vulnerable population in Turkey are included. It was emphasized that the state's incentives for providing social assistance support, accessibility to education and health services and employment opportunities for people in vulnerable groups in Turkey should be increased. The need for cooperation between international organizations, governments and non-governmental organizations has been emphasized and it is stated that social sustainability must be ensured first in order to achieve sustainable development. It is stated that reducing the level of underdevelopment in the society by improving the situation of the vulnerable with economic and fiscal policies, states that it should be at the forefront as the reason for intervening in the economy.
