Abstract (EN)

Sea transportation has become more attractive than air and road transportation in intercontinental trade due to its cost-effectiveness. The global chemical tanker fleet is categorized into four types: animal and vegetable oils, organic chemical products, inorganic chemical products, and mixed cargoes. The trade of these products is closely tied to technological advancements, economic growth, and industrialization. Crude oil and petroleum products play a crucial role in advancing technology while also being indispensable components of modern industrialized life. Furthermore, the absence of a viable alternative energy source to petroleum—one of the most significant energy sources of our time—has further solidified its importance. However, one of the most significant threats to the marine environment is oil pollution caused by maritime transportation. The primary reason for the failure to prevent this pollution is the imbalance in the distribution of authority granted to states. International legal frameworks limit the powers of coastal states to their sovereign marine areas, while granting full authority to the flag state over activities in international waters. This thesis examines chemical tanker operations in maritime transportation, with a particular focus on tanker accidents. A detailed investigation is provided, including the case of a tanker accident that occurred in 2013. The positive and negative aspects of loading and unloading chemical tankers at offshore port facilities are analyzed through a SWOT analysis, supported by the Analytical Hierarchy Process (AHP) method. Key safety protocols for loading and unloading operations on chemical tankers include adherence to the ship's design specifications, maintaining stability control, proper handling and storage of chemicals, and ensuring that personnel are adequately trained. Conducting operations in accordance with international standards and complying with environmental protection regulations are also of paramount importance. Furthermore, rigorous inspections play a critical role in mitigating safety risks. The aim of this thesis is to highlight the impacts of chemical tankers on human health, marine life, and the broader ecosystem. It emphasizes that conducting loading and unloading operations at offshore port facilities can significantly reduce the negative impacts.
