Abstract (EN)
Agricultural intermediaries have a very important role in supplying the workforce required to sustain agricultural production and in organizing this workforce. This duty undertaken by agricultural intermediaries is not limited to bringing the desired workforce together with the employer, but also helps in improving the working conditions of workers, determining workers' wages, health, housing, etc. They are very effective on many important issues such as child labor in agricultural production. Agricultural intermediaries, which have such an important place in agricultural production and the organization of the agricultural labor market, are generally a field of work where unregistered work is high. Since agricultural intermediaries are one of the most important actors among workers and employers in the agricultural sector, the aim of this study is to reveal the socio-economic structuring of employment and employee recruitment in Adana through agricultural intermediaries, producers (employers) and agricultural workers, and its effects on regional agriculture. is to detect. This study was carried out by evaluating the data collected through 50 face-to-face surveys conducted with agricultural intermediaries in Adana. In addition, in the research, interviews were held with 10 employers and 25 seasonal agricultural workers in order to reveal the relationship between agricultural intermediaries, employers and agricultural workers. According to research findings; The registration status of agricultural intermediaries is very low. Only 10% of intermediaries have a certificate. It is seen that only 3 of those who have brokerage certificates have their documents renewed. This actually means that 47 intermediaries do not have a brokerage certificate. Additionally, another important finding of the research is; Although agricultural intermediaries are prohibited from receiving commission from workers' wages, 92% of intermediaries receive commission from workers' wages. Among the interviewed agricultural intermediaries, 4 of the intermediaries in Tufanbeyli district do not receive wages from the workers, but receive a fee from the employer for their services. The most basic recommendation to be made in this regard can be summarized as follows: the registration status of intermediaries should be kept under control and all necessary inspections should be carried out sensitively and at regular intervals.
