Gender budgeting: An evaluation for Turkey

All along the history, when compared to the men; women remained behind in sociological, cultural and economical territories because of the fact that they were physically weaker then them. Value judgments of societies which developed towards the idea that women are weak exposed women to a conventional inequality. The insensitivity of governments to this sexual differences and inequality while shaping their policies also played an important role in deepening this women-men inequality.Nevertheless, recent studies proved the fact that, in parallel with the decrement of gender gap, women?s participation in social and cultural life has increased, that she can play an active role in economics, and that these factors directly lead to an liability of increase on the prosperity levels of countries. These developments form the basis of Gender Budget. Today, governments put forth an effort in making their decisions in the direction of accretion of gender gaps or avoiding socio-sexual differences between two genders; by giving importance to the possible results of their decisions on both genders, and by examining the results of their political decisions. That?s why the becoming gender gap sensitiveness of government budgets which are the most important reflection of political decisions is the most important vehicle in their protection of gender equality so as to destroy gender gap.The aim of this study is the examination of Gender Gap applications which was first started in 1984 in Australia and is maintained by the support of international institutions in many countries of the world; and the explanation of the current situation, the necessary circumstances and the application difficulties in Turkey where the application is now trying to be adapted.
