Abstract (EN)
This thesis examines the life of Turhan Hüsnü Pasha, one of the most prominent statesmen of the reign of Sultan Abdulhamid II. It focuses on his political and administrative activities. Turhan Hüsnü Pasha, a diplomat in the Ottoman bureaucracy, received his education in a Western style, worked for the state, and held important positions. He was well-versed in foreign affairs, possessed professional knowledge, was an intellectual, an usher, and a literate diplomat. This thesis is based on the administrative and political duties, supervisory duties, delegations, and diplomatic missions he undertook for almost half a century in the Ottoman Empire and abroad. In addition to being a noteworthy diplomat in the Ottoman Empire, he was also an important figure as the second prime minister of the newly established Albanian State. All of these duties, as well as his political identity, have determined the content of this thesis. Turhan Hüsnü Pasha consistently participated in political affairs, freely sharing his views on a wide range of political matters. The thesis emphasizes Turhan Pasha's role in Sultan Abdulhamid II's state policies, as well as the events that precipitated Pasha's break with the Ottoman Empire. The primary sources utilized in this study are archival documents, secondary sources, and national and foreign newspapers. This thesis posits that Turhan Pasha's initiation into the foreign service constituted a pivotal moment in his life. Thus, it underscores the increasing impact of this organization on Ottoman politics and bureaucracy during the relevant period and asserts that Pasha significantly contributed to the new administrative structure under Sultan Abdulhamid II.
