Abstract (EN)

In this study titled "Post and Telegraph Organization in Turkestan According to Turkestanskiye Vedomosti Newspaper", the publication of the General Governorship of Turkestan and published in Tashkent between the years 1870-1917, on the basis of the periodical called Turkestanskiye Vedomosti. Its aim is to give information about the important developments that occurred in the second half of the century, especially the formation of postal routes, postal services and telegraph networks, laying the foundation of communication. The period from the second half of the 19th century and the beginning of the 20th century was remarkable in terms of both the social and intellectual life of Turkestan. In the second half of the 19th century, the political situation in Central Asia began to change significantly. Because Tsarist Russia continued its advance into Turkestan, gradually seizing big cities such as Evliya Ata, Shymkent, Tashkent, Turkistan and Samarkand between 1864-1868. In this context, new administrative structures began to be established and changes were being experienced in many areas concerning social life in Turkestan. Thus, the Russian administration established on the territory of Turkestan needed to establish communication and transportation routes in order to meet its own needs and to strengthen its connection with the central government. Because this remote region had to communicate quickly with the metropolis, first for administrative, then commercial and industrial purposes. Thus, in 1864, the first post route in the region was built and the foundations of communication started to be built. Later, new postal communication lines emerged among the important cities of Turkestan, and post offices started to be opened in districts and provinces with a significant population, commercial and industrial. In addition to the postal service, telegraph communication emerged in the region and telegraph networks began to be established in major parts of the region. In this study, based on all the news and relevant comments obtained through the Turkestanskiye Vedomosti newspaper, it is tried to provide more comprehensive information about the establishment and operation of the Post and Telegraph Organization in Turkestan. In addition, it is thought that his thesis will constitute a source for future studies in this field, with the introduction of the first newspaper published in the region of Turkestan and it was about the Post and Telegraph Organization in Turkestan.
