Abstract (EN)
In this research an analysis was conducted on teachers in elementary schools attached to the Ministries of Education in Turkey and Azerbaijan that were subject to the level and characteristics of ?mopping? as well as to those who conducted these activities.This research sample is comprised of a total of 300 elementary school teachers attached to the Ministries of Education of Turkey?s and Azerbaijan?s capital, Ankara and Baku. The data was processed according to the SPSS data analysis program and the frequency and percentage of their identity, a t-test in determining the differences of view among groups and and a variance analysis were conducted at a 0.05 meaningful level.It was observed that the majority of teachers in elementary schools in Turkey and Azerbaijan were women and aside from this the average age of teachers in Azerbaijan were found to be forty and above and while the occupational length of service of teachers in Turkey is between 1-20 years, in Azerbaijan it is 11-20 years and above 21 years.While those who conduct a negative reaction to teachers in Turkey are school principals and assisttant school principals, in Azerbaijan, aside from these individuals, are parents as well.It was determined that mobbing behavior in elementary schools took place by men and senior teachers mostly towards foreign language, social sciences, physical education and fine arts. In both countries, among the individuals that exhibit a negative reaction, it can be observed that men are considerably more than women.
