The preporation of Adana landscape plan in contex with intagrated spatial planning system in Turkey

The aim of this study is to prepare a landscape plan based on the examination the spatial planning process in Turkey and assessment of the integration possibilities of landscape plan into this process. The case study area covers the central districts of Adana such as Yüreğir, Seyhan, Sarıçam and Çukurova. In line with the objectives determined, firstly, scientific and legal framework are examined. To put the finding obtained into practice, it is aimed to examine the current spatial planning process and determine bottleneck encountered in this process. In the second part of study, the proposal of landscape plan is prepared in order to carry out land use decisions making process based on primarily protection of ecological data. In the preparation process of this plan considered as a base plan for city development plan, natural landscape inventory and land cover are examined firstly, in the light of finding obtained, 1935 landscape character types are identified. Also, 25 landscape character areas are identified according to landscape patterns, landscape character types and surveys in the research area having urban, rural and natural landscape elements. Based on the function analysis results conducted in these areas, the landscape plan having the decisions for protection and utilization of landscape character areas. As a result, it is determined three types landscapes such as absolutely protected, limitedly used and controlledly used in the area. In the conclusion of this study, it is discussed that the spatial planning process and the problems encountered in Turkey and the integration possibilities of landscape plans as a solution proposal.
