Abstract (EN)
Although central banks' functions, structures, activities or the area ofpower they hold change over time, these institutions continue their existence as one of the important institutions of not only the economy but also the entire social structure. They have gone through an institutional transformation since the 1990's, from secret institutions to institutions that put communication at the center of their existence. Central banks are trying to establish a strategic and institutional communication policy to manage expectations and be accountable to the extent of their independence, with the premise that monetary policy increases its effectiveness. In this thesis, the institutional transformation of the Central Bank of the Republic of Turkey from a non-communicating institution to building communication policies is examined from a critical perspective through multiple meaning areas as a case study.
