Abstract (EN)
This study explores the historical evolution of parliamentary culture within the context of Turkish political history and examines the institutional and socio-political foundations of the Grand National Assembly of Turkey (GNAT). The origins of this culture can be traced back to early Turkic states through advisory bodies such as the Toy and Kurultay. With the adoption of Islam, the tradition evolved under the influence of institutions like Şura, Meşveret, and the Divan. In the late Ottoman Empire, the establishment of Meclis-i Mebusan and Meclis-i Ayan marked a transition toward a constitutional framework. This historical continuum laid the groundwork for the formation of the GNAT, which institutionalized the principle of national sovereignty and became both the political nucleus of the Turkish War of Independence and a foundational pillar in the construction of the Republic of Turkey. The thesis critically analyzes the continuity and transformation of Turkish parliamentary institutions, focusing on their structural functions, operational dynamics, and interactions with the public. In the second section, the texts from the minutes of the Grand National Assembly of Turkey, the versions published in the official gazette, the names of those who proposed the laws, and the processes of some of these laws before they were enacted are discussed. It also attempts to shed light on the founding period of the State, particularly through the minutes, by addressing some laws that affected the religious, national, and cultural spheres during the establishment of the Republic of Turkey. Key Words: Kurultay and Divan, Law, Proceedings of the Grand National Assembly of Turkey, Official Gazette, Democratic Participation
