Abstract (EN)
On the world, to operate formal and mass education services by central and local governments is differing between developed and developing countries even at countries of same category. In the developed countries generally formal education services are operated by both central government and local governments. But in the developing countries, formal education services are operated by central government. Local governments which are authorized on infrastructure of education activities, and are authorized on mass education activities. Services which for infrastructure of education are school construction, maintenance and repair, support for necessary materials. In this paper, it is intended that to put forth the role of local governments in education within operated services by local governments. So, laws of local governments are examined. After the examination, activity reports of municipalities and city administrations are examined and examples are given for each services from various local government institutions. At the same time, mass education activities which operated by local governments are explained and examples are given for mass education services from various local governments. Thus, the role of local governments in education was tried to put forth.
