Abstract (EN)

The prisoner labor is implemented worldwide as a method of rehabilitation, but this method also describes an economic input that has become an important factor in the production process in prisons due to the influence of neo-liberal economic policies. In some countries, the prisoner labor is implemented through the privatization of prisons, while in some countries, including Turkey, it is carried out by an institution, which is directly established in the state organization, or a state-owned company established for this. This study focuses on the evaluation of prisoner labor. The framework of the evaluation will be the investigation of the meaning and transformation of prisoner labor in terms of political-economic history. The content of this study's framework will constitute the investigation of the structure of the Workshops Institution, which legitimizes the use of prisoner labor on the intellectual-legal grounds, for the reason/purpose of "rehabilitation", as an institution authorized by the state. Another focus of the content will be the investigation of the transformation process of prisoner labor into a production factor through neo-liberal policies. The main objective of this study is to evaluate the prisoner labor and workshops institution together and to compile and present the information obtained in accordance with the scientific study criteria.
