Abstract (EN)
In the 19 th Century, the industry due to its prominence as a planned development, the United States, the private sector to make a profit; in England established the objectives of the regions lagging behind regions to combat unemployment, the first examples of applications of industrial zones.In Turkey, the first application of these regions began in 1962 with the establishment of Bursa Organized Industrial Zone, as a driving force to encourage development of industrialization and disintegration of balanced regional development was targeted. Has a history of fifty years of organized industrial zones in our country to become a center of attraction mostly applied to a variety of tax and non-tax fiscal incentives. However, its purpose, requirements and possible put into practice the results are analyzed in detail does not give the desired results in many incentive measures.As a result of the Thesis, about the incentives that the legislation applied to a very messy and complicated bureaucracy, failure to solve the problems of energy and sourced from local authorities, regional-sectoral incentive system, enterprises in industrial zones, such as positive discrimination for reasons of organized industrial zones has been seen that far from becoming a center of attraction. Although there are a lot of empty parcels, occupancy rates remain low.Whether the desired level of clustering in these regions, the effect of incentive policies on investment in organized industrial zones are not important, attractive for entrepreneurs to invest in these regions, so a significant portion of investment incentives make use of into ensuring that only businesses operating in organized industrial zones will increase the attractiveness of these regions and will have an important function in accordance with the targets set was concluded.
