City healt administravtives in reconfiguration of healt services in Turkey; Kütahya City Healt Administravtives sample

Works on regulating the health system in Turkey goes back to the first yerars of Turkish Republic and it is seen in all the new settlements and reforms started in these years. While regulations were aimed to improve the health services until 1980 after 1980 regulating the organizational structure of health system become the main paint of the reform movements. Within this scope, from the beginings of 1990s works on regulating the health system makes the health projects applicable with the support of World Bank. There are not significant results for the sake of country attained from the first and second health projects carried out between 1989 and 2003. The year 2003 presents the starting point of the application of health politics as the third period. Steps in health sector are presented one by one with the Health Coversion Program In that period it has been taken important steeps for the target-specific geals different from the previous years. I this study, it has been mentioned generaly about health politics, politics identification procecces, health coversion programme and organization structure of Ministry of Health. The effects of the regulation on the organizational structure of City Healts Administrative and healt services have been reviewed in detail with sample of Kütahya City Health Administative.
