Abstract (EN)

In general; poverty is a universal fact which has socio-economic, socio-cultural and socio-psychological dimensionals. For that reason the form of being perceived has also changed from society to society, from culture to culture. Poverty causes the existence of poverty culture in the course of time. Societies have developed and applied some politics according to their own understanding connected with removing poverty and meanwhile poverty culture. The State of Turkish Republic is a social state and struggling with the proverty is the superior rules of constitution. Poverty has appeared not progressing of underdeveloped countries and again in these countries, because of the rate of increasing of population is high, it has appeared as a result of not satisfying individual?s phsiological, social and physical?s needs. In economy, rational politics? are impressed, precautions are taken to prevent unemployment, if increasing of production is supplied, both unemployment and destitution is in the most important place of Turkey?s sociological truth. 40 percent of Turkey?s is poor and 16 percent of the population is unemployment. It is auite difficult to prevent the poverty helping with the poor people. Preventing the poverty is possible with investing in. The aim of working, the problems that exist important dimensions in our country and that is appreciated important according to its practicing social welfare and poverty as it is economic, existing its social and structural dimensions is to offar solution proposals to these problems.
