Abstract (EN)

Within the scope of this thesis, the historical development of the agricultural sector, its economic functions, and its role within the Turkish economy are first examined. Subsequently, various support instruments implemented after 2000—such as direct income support, deficiency payments, livestock incentives, rural development programs, and environmental protection schemes—are analyzed. The impacts of these policies on producer welfare, productivity growth, and sustainable agriculture objectives are also evaluated. The study aims to analyze the structure, instruments, and sectoral effects of agricultural support policies implemented in Turkey between 2000 and 2025. As one of the fundamental components of the national economy, the agricultural sector plays a strategic role in employment, production, foreign trade, and food security. The sector's strong dependence on natural conditions and structural characteristics such as seasonality differentiate it from other economic sectors and necessitate the implementation of specialized support policies. The findings indicate that agricultural support policies in Turkey have been diversified to protect producers and promote agricultural production; however, structural challenges and issues related to the efficiency of resource allocation persist in practice. In this context, it is concluded that support mechanisms need to be restructured in a more transparent, target-oriented, and sustainability-based manner.
